The following text contains opinion that is not, or not necessarily, that of MIL-OSI – WASHINGTON— Today, House Republicans passed H.R. 8595, the National Security, Department of State, and Related Programs Appropriations Act for Fiscal Year 2027, which reduces spending by $2.69 billion from the Fiscal Year 2026 enacted level.

House Republican Conference Chairwoman Lisa McClain (R-Mich.) and Rep. Diaz-Balart released the following statements:

“America became the strongest, safest, and most prosperous nation in the world because we put America first,” Chairwoman McClain said. “For too long, taxpayers were forced to bankroll hostile regimes, broken international organizations, and radical programs that made our country weaker. House Republicans are restoring strength and making every dollar serve a clear national purpose.”

“This Republican majority has delivered another critical piece of legislation to strengthen our national security while reducing spending,” Rep. Diaz-Balart said. “The ever-increasing national debt is the greatest long-term threat to our country’s stability and security, and this bill makes disciplined decisions to continue reining in spending while responsibly maintaining our national security priorities. All this while countering anti-American adversaries and ensuring full accountability and transparency of international organizations that have lost sight of their mission.”

The bill cuts $1.8 billion from United Nations and international peacekeeping contributions. It blocks funding for UNRWA, the World Health Organization, the International Criminal Court, and the International Court of Justice. It also withholds most assistance to Mexico until the country complies with its obligations under the 1944 Water Treaty. Funding for fentanyl and illicit drug interdiction remains available.

H.R. 8595 preserves longstanding pro-life protections and ends taxpayer support for radical gender ideologies, DEI programs, and climate mandates abroad. It protects free speech, supports religious freedom, and requires only the American flag and other official flags to fly over U.S. embassies and consulates.

Under the House rule, the text of the House-passed SAVE America Act will be added to H.R. 8595 before the legislation is transmitted to the Senate. The SAVE America Act requires proof of U.S. citizenship to register for federal elections and photo identification when casting a ballot.

Good morning.

Before we begin, I want to take a moment to honor the life and legacy of Senator Lindsey Graham.

Senator Graham was a stalwart defender of conservative values, a staunch ally of President Trump, and a devoted public servant who spent decades fighting for the country he loved.

His sudden passing is a tremendous loss—not only for South Carolina and the Republican Party, but for our entire nation.

Our thoughts and prayers are with his family, his friends, his staff, and all those who knew and loved him.

Senator Graham understood that freedom is never guaranteed. It must be defended—at home and around the world—from those who seek to destroy it.

And for most of our history, Americans could agree on one basic principle: Communism is evil. It crushes freedom. It destroys prosperity. And it gives enormous power to a small oligarchy who believe they know how everyone else should live.

We didn’t agree on everything, but we understood that communism is the enemy of everything America was built to be. Sadly, not anymore.

Today, communists aren’t hiding in the shadows. And they are preparing to bring their ideology into the United States Congress.

Our guest today, Congressman Carlos Gimenez, knows exactly where that ideology leads. His family fled communist Cuba in search of freedom here in America—and in a moment, you’ll hear directly from him.

When people who have lived under communism warn us about what is happening, we should listen.

Because this is not just one radical voice on the fringe. Not just two. Double digits.

Actual communists serving in the Congress of the United States of America. That should horrify everyone.

Because communism is not some fashionable theory dreamed up in a college classroom. It’s already been tried—and we know exactly where it leads.

Bread lines in the Soviet Union. Political prisons in Cuba. Children starving in Venezuela. Different countries. Different decades. The same results.

Communism has failed everywhere it has been tried. It has destroyed every nation unfortunate enough to fall under its control.

Remember when the Berlin Wall fell? Everyone ran to the American side, NOT the communist Russia side.

But the Left keeps insisting that this time will somehow be different. It will not.

The slogans may change, but the consequences never do. And that’s not some distant warning about what could happen years from now. It is happening in real time.

Under communist Mamdani, New York City rents have reached an all-time high. The median asking rent is now almost $5,300 a month in Manhattan—and over $4,300 in Brooklyn. Those are the real-life consequences of the communist experiment.

Working families are paying the price right now.

If you despise the country, you do not deserve to lead it. And if your goal is to tear down everything our Founders built, Republicans will stand in your way every single time.

This is no longer a debate between slightly different economic policies.

This is a choice between freedom and tyrannical government control.

Between the American Dream and the failed nightmare of communism.

Between people who believe America is worth defending—and radicals who seem embarrassed that America exists at all.

These people hate our country and everything it stands for.

Well, I’ve got great news: You’re free to go! You don’t have to be here!

Our Founders gave us a nation built on individual liberty, self-government, faith, free enterprise, and the understanding that our rights come from God.

The communist Left wants to replace that with dependency, coercion, censorship, and oppressive government control over nearly every part of American life.

We won’t let them. We will defend this country.

And we will make certain that communism never takes root in the United States of America.

“Trump Accounts give the next generation a head start on the American Dream,” Chairwoman McClain said. “House Republicans and President Trump believe families should have more tools to save, invest, and plan for their children’s future. This is a powerful way to help parents put their kids on a stronger financial path from the very beginning.”

Chairwoman McClain discussed how Trump Accounts were created through the Working Families Tax Cuts and explained the one-time $1,000 seed contribution available for eligible children born between January 1, 2025, and December 31, 2028. Families also received information on how to enroll, including IRS Form 4547, and had the opportunity to ask questions.

Trump Accounts are federally authorized, tax-advantaged investment accounts for children under 18. Parents and guardians manage the accounts until their children reach adulthood to help build long-term financial security.

This week, we’re celebrating America’s 250th birthday. And I’ve been thinking about what that actually means for us in 2026.

Two hundred and fifty years ago, a group of people decided that freedom was worth fighting for. They were outnumbered by the British. They were outgunned by an empire. And they won anyway.

So what does 250 years mean? It means freedom isn’t self-sustaining. Someone always has to be willing to defend it.

And strength isn’t just about having the biggest, most lethal army. It’s about having the will to use it. Because deterrence requires not just capability, but also the will.

That’s always been the American way: peace through strength.

Now, the greatest military in the history of the world doesn’t happen on its own.

It takes investment, focus, and leadership that never loses sight of one fundamental truth: the best way to prevent a war is to make absolutely certain your adversaries know you have the capability—and the will—to defeat them. Decisively.

For four years under President Biden, we clearly didn’t have that will.

Instead of asking questions like “Are we lethal,” “Are we ready,” and “Can we win,” Biden’s Administration asked, “Are we meeting our DEI quotas?”

They handed out promotions based on checked boxes. Readiness conversations were crowded out by woke mandates. And they created a military that the world’s bad actors began to see as distracted and soft.

That is dangerous. But we’re fixing it. The Working Families Tax Cuts rebuilt the foundation of a military that is focused on one thing: warfighter readiness.

Not quotas. Not ideology. Readiness and lethality. That’s the way it should be.

Now—I want to talk about the contrast we’re seeing, because it’s stark and it matters.

Republicans believe in a strong America. We believe our military should be feared by our enemies and trusted by our allies. We believe in fair and just enforcement of the law.

And then you look at the other side. We’ve watched the radical Left call to “defund the police”—turning their backs on the men and women who run toward danger so the rest of us don’t have to.

We’ve heard Democrat voices say that America deserved what happened on September 11th. That we somehow brought it on ourselves. 2,977 Americans went to work one morning and never came home—and someone decided that was justice.

We’ve watched members of their coalition say Israel—our closest ally in the Middle East—doesn’t have a right to exist. A democracy. An ally. Gone, just like that, if they had their way.

And just recently, someone the Democrat Party is lifting up as a leader said she uses the American flag as a napkin. As. A. Napkin.

That flag has been draped over the coffins of eighteen-year-olds who never got to come home. Fathers who kissed their kids goodbye one last time without knowing it. Husbands whose wives still sleep on one side of the bed.

It has been folded—slowly, deliberately, with shaking hands—and placed in the arms of mothers and fathers, of widows, of children too young to understand why their mom or dad isn’t coming back.

They will hold it for the rest of their lives because it’s all they have left.

It flies over every veterans cemetery in this country. It is the last thing some families ever receive.

But it’s more than that. Around the world—in countries living under oppression, under tyranny, under regimes that crush the human spirit—that flag means something.

It is the symbol of freedom. Of liberty. Of the idea that people deserve to determine their own destiny. There are people on this earth who would risk everything just to stand beneath it.

And someone the Democrat Party wants to send to Washington admitted to wiping her greasy hands on it during her meal.

That is who they are lifting up. That is the direction of the Democrat Party.

And the American people deserve to know it.

Here’s what I know. Most people—left, right, center—don’t want that. They want safe communities. They want a military that can protect them. They want a country they’re proud of.

That shouldn’t be a Republican idea. That’s an American idea.

As we head into this 250th birthday, our job is simple. Leave this country stronger than we found it. A military that is ready. A republic that is free.

The generations before us did their part. Now it’s our turn.

The bill delivers savings to Americans by expanding housing supply, modernizing housing programs, and lowering costs for families trying to buy a home

House Republican Chairwoman Lisa McClain (R-Mich.) and Chairman Hill released the following statements:

“Americans are tired of watching the dream of homeownership slip further out of reach,” Chairwoman McClain said. “House Republicans are focused on lowering costs, expanding housing supply, and giving families a fair shot at owning a home again. I’m especially proud this package includes provisions from my Modular Housing Production and Build Now Acts, which removes outdated financing barriers and gives families more affordable options. More choices, lower costs, and fewer bureaucratic hurdles is how we make the American Dream attainable again.”

“For over two years, I have worked to give more Americans greater choice and affordability on the path to homeownership,” Chairman Hill said. “Throughout the process, I have fought to increase the supply of housing, cut red tape, increase capital, and make local rules and zoning more competitive. We have achieved that by strengthening community banks, preventing institutional investors from outcompeting American families for homes, and modernizing building codes. This is a true bicameral, bipartisan product that demonstrates what can happen when both chambers work together to deliver real solutions. I thank Ranking Member Waters and Senate Banking Committee Chairman Tim Scott and Ranking Member Elizabeth Warren for their work in advancing this housing package.”

The United States faces an estimated housing shortage of roughly 5.5 million units, which has led to higher rent, higher home prices, and fewer affordable options. The 21st Century ROAD to Housing Act lowers costs and increases housing options by:

Removing unnecessary regulatory barriers to streamline housing development and affordability.

Raising FHA loan limits for multifamily housing projects.

Modernizing inflation adjustments for multifamily housing loans.

Limiting large institutional investors from purchasing additional single-family homes.

Expanding eligibility and flexibility under the HOME Investment Partnerships Program.

Creating grants to help communities plan for housing growth and development.

Streamlining environmental reviews for certain housing projects.

Protecting veterans’ VASH housing eligibility by excluding disability benefits from income calculations.

Modernizing federal rules for manufactured and modular housing.

Strengthening oversight of HUD-approved housing counseling organizations.

Increasing transparency by requiring public housing agencies to post contract information online.

Chairwoman McClain’s Modular Housing Production Act language updates federal financing rules for modular and factory-built homes. It helps ensure families are not punished with outdated financing barriers for choosing a more affordable path to homeownership. The package also includes provisions from her Build Now Act to encourage new housing development and help communities expand housing supply.

Section 1001, known as “Homes Are For People, Not Corporations,” restricts large institutional investors that own at least 350 single-family homes from purchasing additional single-family homes. That provision builds on President Trump’s January 2026 executive order, “Stopping Wall Street from Competing with Main Street Homebuyers,” which declares that large institutional investors should not buy single-family homes that could otherwise be purchased by American families.

Participants included Joel DiGrado of Boeing alongside leaders from Baker Industries, Titanium Processing Center, Advanced Integration Technology, Futuramic, Accurate Tooling Solutions, Models & Tools, Legacy Industries, Visioneering Inc., and Weldaloy Specialty Forgings.

Following NASA’s Artemis missions, Boeing and its Michigan-based suppliers continue supporting the Space Launch System (SLS). Thursday’s discussion focused on how space and defense programs create jobs, strengthen the supply chain, and expand economic opportunity across Michigan.

“Today’s conversation made clear that Michigan’s workers and manufacturers are the backbone of America’s return to the Moon,” Chairwoman McClain said. “Federal investment in programs like Artemis is translating into good jobs and a stronger supply chain right here at home.”

“While nothing flies into space from North America today without parts forged by Weldaloy — we work with all the space programs — it is imperative that the US government continues to have a robust space program that does not rely on any one private initiative,” Fernando Lozano, Chief Commercial Officer, Weldaloy Specialty Forgings said.

“Congressional funding for the Space Launch System (SLS) and other aerospace programs enables companies like Legacy Industries to invest in advanced capabilities that support critical national missions,” Tim Bellestri, Director of Business Development, Legacy Industries. “These programs also help develop Michigan’s workforce by creating lucrative, long-term careers in engineering, machining, fabrication, and manufacturing, driving economic growth throughout the region.”

“Federal support for SLS enables companies like Models & Tools to grow advanced manufacturing in Michigan and create stable, good‑paying jobs,” Brad Doan, Business Development Manager, Models & Tools said.

“Congressional funding in the Aerospace and Defense industry has a direct effect on Accurate Tooling Solutions,” Tom Vertin, President of Accurate Tooling Solutions said. “With the State of Michigan as a center of expertise in manufacturing systems and tooling for the aerospace industry, and Accurate Tooling Solutions, a part of that center, investment into new aircraft, spacecraft and defense systems is imperative for us as well as our national defense here and abroad. “Our conversation was an important reminder that this issue is not about statistics or headlines. It’s about people. It’s about families whose lives have been forever changed,” Chairwoman McClain said. “We heard today that progress is possible. Stronger enforcement, prevention efforts, recovery programs, and community partnerships are making a difference. That’s why we must remain committed to securing our border, supporting law enforcement, strengthening prevention efforts, and ensuring families have the resources they need.”

Law enforcement and public safety participants included DHS Senior Advisor Mark Hall, DEA Assistant Special Agent in Charge Brian Mulcahy, St. Clair County Sheriff Mat King, Chesterfield Township Supervisor Brad Kersten, Chesterfield Township Public Safety Director Brian Bassett, and New Baltimore Police Chief Randy Blackburn. They shared perspectives on the impact fentanyl has on families and the importance of community-based recovery and education efforts.

“Chairwoman Lisa McClain’s roundtable brought together the people who understand this crisis best – victim families, recovery leaders, law enforcement on the front lines, and federal partners,” Nicole Kiprilov, Founder and Executive Director of The American Border Story, said. “It was a powerful reminder that the border crisis and the fentanyl and illicit drug crisis are deeply interconnected, with devastating repercussions at the most local level, and that real progress is possible when leaders are willing to listen and work together to come up with comprehensive, tangible solutions. Sadly, I wish you weren’t here. I’m sure you wish you weren’t here, too. But I applaud your courage to come and tell your story so we can hear your voices and America can hear your voices. Today is about keeping a promise to the American people.

For four years, we watched the consequences of an open-border agenda unfold in communities across the country. We saw record illegal crossings. We saw neighborhoods and families destroyed by fentanyl carried over the border.

Just take a look at what you see up here. These are facts. These are people. These are sons and daughters. Take a look at these faces. Put a face to the names, to the policies, and to the votes these people take.

We saw memorial photos replace family photos on living room mantels. Empty seats were left at dinner tables in towns and cities across this country.

And almost every single Democrat voted to open the border. You need to make them own that vote. You need to make them own the choices and the votes they made to put illegal criminals over our sons and daughters. That’s who they chose.

Take a look. They rolled out a welcome mat for caravans full of illegal immigrants and told violent criminals they could cross into America without facing fully funded and fully equipped border operations.

That is why today’s passage of the Secure America Act is so gravely important. This legislation gives our frontline law enforcement officers the resources they need to do their job and secure our borders. Most importantly, it sends a message to the families who have suffered unimaginable loss.

Some of whom we have here today, and sadly, I wish wouldn’t be here. They wouldn’t need to be here if we had our borders closed.

We hear you. We stand with you. And we are committed to ensuring other families never have to endure what you’ve had to endure. America is safer when our laws are actually enforced, our borders are secure, and common sense leads the way.

That is what we’re up here doing. We want to fight for your children. We want to make your communities safe, not open them up to violent illegal criminals.

But I’m going to share with you, that’s what every single Democrat wants. They want open borders. We don’t.

So, it is now my honor to put some names to the faces of the policies that, as Republicans, we fight every day with common-sense legislation like closing the border, protecting your communities, and protecting your children. But every day Democrats choose to roll out a welcome mat and let all these illegal immigrants come in.
